The Debt Retirement Charge is a per kilowatt-hour (kWh) charge payable on all electricity consumed in Ontario, collected by the Ontario Electricity Financial Corporation to retire the stranded debt and other liabilities as a result of the restructuring of the former Ontario Hydro. The Debt Retirement Charge began in 2002.
All classes of customers must pay the Debt Retirement Charge with the exception of the following:
As of January 1, 2016 residential customers are exempt from the Debt Retirement Charge.
Alectra Utilities (formerly Horizon Utilities) typically invoices residential customers every sixty days with a bi-monthly bill. Customers may continue to be billed for the Debt Retirement Charge in January, February and March of 2016 if their bill includes consumption and charges prior to December 31, 2015.
Effective January 1, 2016 bulk-metered multi-residential customers may qualify for a 1,500 kWh per eligible unit exemption to Debt Retirement Charges.
An "eligible residential unit" means a self-contained set of rooms located in a structure or building that is bulk metered and that contains a kitchen and bathroom facilities for the use of that unit only, and is intended for use as a residential premise.
In order to apply for the exemption, multi-residential customers must complete a Self Declaration and Certification Form and return it to Alectra Utilities for processing.
