Changes to your electricity bill: Ontario Electricity Rebate

For business customers (GS>50 kW) customers who were previously eligible to receive the 8% provincial rebate, you may be eligible to continue receiving the OER. Customers must first complete the self-declaration form in order to determine their eligibility on or before January 31, 2020, otherwise they will automatically be excluded from the OER. If it is determined that a customer is no longer eligible but they have completed the self-declaration form by January 31, 2020, then the customer may receive the OER until October 31, 2020.

For more information regarding eligibility criteria and important dates, please see the updated regulation at

This classification applies to a non residential account whose average maximum demand used for billing purposes is equal to or greater than, or is forecast to be greater than 50 kW but less than 5,000 kW.  General Service ("GS") > 50 kW accounts are billed for Electricity in one of three ways depending on their level of consumption and type of metering.

Regulated Price Plan (RPP)*

*RPP rates apply to customers who purchase electricity through Alectra Utilities (formerly Horizon Utilities). Non-RPP rates apply to customers who purchase electricity through a retail contract, pay weighted average spot market price or pay spot market price.

**Customers with usage of more than 250,000 kWh annually are charged for their electricity based on the spot market price as established hourly by the Independent Electricity System Operator (IESO). The IESO provides detailed information about how the hourly charges are determined, forecasts and historical rates. Global Adjustment (GA) charges are also applicable to customers that are billed for Electricity at Spot Market, or Weighted Average Spot Market Price. The GA is the difference between the total payments made to certain contracted or regulated generators and demand management projects, and market revenues. Customers are encouraged to visit the IESO website for further information on the GA. Please consider that the GA rate is calculated monthly and Alectra Utilities, along with most Local Distribution Companies (LDCs) in Ontario, uses the 1st Estimate Rate for Global Adjustment as posted on the IESO's website. The GA rate that appears on Alectra Utilities bills is a weighted average rate determined from the 1st Estimate for GA. The portion of the GA charge on your bill attributed to line loss is added to the Delivery Service Charge.
