Horizon Utilities Corporation
announces that the Ontario Energy Board (OEB) approved electricity
distribution rate increases for Horizon Utilities residential
customers with these rates being implemented on May 1, 2010.

The Ontario Energy Board (OEB)
announced prices for the period from May 1, 2010 - October 31, 2010 for the Regulated Price Plan that represents the cost of
electricity consumed. The OEB has determined that an RPP price
adjustment is needed to reflect the true cost paid to the generators
for electricity. These prices are reflected on the
"Electricity" line of consumers' bills.
Starting May 1, 2010 to October 31, 2010, prices for Regulated Price Plan consumers who buy their
electricity commodity from a utility will be 6.5 cents per kilowatt
hour for electricity used up to 600 kilowatt hours per month and
7.5 cents per kilowatt hour for consumption above that threshold.

The province of Ontario is introducing smart
meters and Time-of-Use rates for electricity to encourage residents
to reduce their electricity use during peak times and help the
environment.
Over the past four years, Horizon Utilities has
installed 215,000 smart meters in homes and small businesses in
Hamilton and St. Catharines. Now that the vast majority of our
customers have a smart meter installed, we are beginning to switch
batches of customers over to Time-of-Use pricing for the electricity
they consume. All customers, with the exception of those who pay for
their electricity on a contract with an energy retailer, will be
switched over to this new rate structure by the end of 2010. Other
electric utilities across Ontario are following the same process.
